Informed that Virginia is to improve facility of intercourse; prefers roads over canals; gives figures to prove that double force will not give double velocity in water; increased velocity on land requires less force [than in water]; boats in Holland drawn by horses which can not stand strain of traveling at 12 miles an hour; discusses weight, miles and time a horse can travel on various kinds of roads; there is an improvement on this method which he can explain; thinks that turnpike roads may be made at one-half the expense they are now made at.
